Sudan's Bashir freezes talks with United States amid embargo row

Sudan will continue cooperation with the United States, including on intelligence-sharing, even after halting the work of a committee formed to negotiate relief from USA sanctions, Khartoum's foreign minister said on Thursday.

On 11 July 2017, President Trump postponed for three months a decision on whether to permanently lift sanctions against Sudan.

In connection with EO 13761, OFAC also issued a general license which temporarily lifted some of the sanctions against Sudan and allowed US persons to process transactions involving persons in Sudan; engage in imports and exports; and engage in transactions involving property in which the Government of Sudan has an interest.

Obama had made the permanent lifting of the sanctions dependent on Khartoum's progress in five areas of concern at the end of the review period.

These sanctions were put in place by President Clinton in 1997 in response to Sudan's human rights violations and alleged state-sponsorship of terrorism.

President Donald Trump, in a new executive order on Tuesday, moved that deadline back by three months.

"We regret the issuing of this decision, which came after a long period of dialogue and interaction with the US", Sudanese Foreign Minister Ibrahim Ghandour said in a statement. And several dozen US lawmakers had urged Trump to delay a final decision by a full year, arguing that the Trump administration didn't yet have sufficient staff in place to fully evaluate whether the sanctions merited being removed.

In order to permanently lift the sanctions, the U.S. has required Sudan to comply with five demands, which include resolving internal military conflicts in areas such as war-torn Darfur, cooperating on counter-terrorism and improving access to humanitarian aid.
