Cooper conceded that he doesn't have the votes to prevail unless "fair-minded Republicans" and a few Democrats who backed the budget reconsidered their votes.

Legislation presented to him earlier this month increased the fee that companies could charge someone who is excessively late on their regular installment payment for something he or she has purchased.

A budget veto has been anticipated.

The previous law had limited the default charge to no more than 5 percent of the installment payment or $6, whichever was less.

Roy Cooper officially vetoed the state budget plan passed by the General Assembly last week, doubling down on his belief that it shortchanges education, teacher pay and only generates tax cuts for the rich. Republicans quickly responded with the Senate voting to override the governor's veto later in the day.

The $23 billion budget would give teachers an average pay raise of 3.3 percent - weighted toward experienced teachers - in the coming year, and would raise most other state employees' pay by a flat $1,000.

Cooper's budget also contained measures to eliminate the pre-K waitlist.

"From an economic development and tax standpoint, it heavily favors middle-class and low-income families, so to come out with such as preposterous number is just fantasy". "It prioritizes tax breaks for corporations and the wealthy, and falls short on education and the economy", said Cooper.

This marks the second time in state history a governor has vetoed a budget.
